With the increasing size of the collections and evolving needs of visitors, museums must now strike a balance between preservation and development. The intervention of Foster + Partners into the Bilbao Fine Arts Museum is a good example of how to transform a major cultural institution in Spain and expand its capabilities while paying respect to the architectural heritage built up for more than a century. Instead of competing with the pre-existing buildings, the design establishes a dialogue between past and present, enabling the museum to grow culturally while preserving its historical roots.
The design features an additional lightweight gallery that seems to hover above the museum. Supported by thin columns, the extension allows for visual continuity throughout the site and creates a sheltered outdoor space underneath. Proportionally inserted into the existing architecture, the extension brings together all the historic buildings of the museum into a coherent composition, forming a modern architectural presence in the context. Another advantage of the new intervention is improved interaction between the museum and the neighboring Doña Casilda Park.

An important aspect of the development is the reorganisation of the circulation of visitors through the museum space, which will create a more logical route for visitors and improve their experience of the museum. New entrances, efficient vertical connections, and well thought out galleries will allow visitors to freely circulate between the historic buildings and the new extension. The raised gallery will contain spacious exhibition spaces that will be able to host different kinds of art while providing natural lighting and controlled environment.
Along with the new construction, extensive renovation will preserve the architectural features of the existing museum building. Interior spaces will be carefully restored in order to preserve the historical materials and the architectural qualities of the building. In this way the museum will be able to satisfy its functional needs and retain its architectural legacy at the same time. Other amenities such as public, educational, and social spaces will be improved as well.

Environmental sustainability is an integral part of the project through the adaptive reuse of existing buildings, sustainable building systems, and an architectural design that uses less material. With the retention of much of the original structure and the addition of new elements that are well-designed, the project is environmentally sustainable while creating longevity for the institution for generations to come.
In the Bilbao Fine Arts Museum expansion, the importance of architecture in bridging heritage and innovation is shown. The project, with its elevated gallery, preserved historic buildings, improved public spaces, and enhanced visitor experience, creates a museum that not only respects its history but is also ready to look into the future.
